BRIEF POSITION SUMMARY

Performs complex (journey-level) human resources (HR) management work in support of various human resources and administrative functions, to include administering Texas Military Department's (TMD) classification and compensation program. Work involves performing a variety of classification functions including, but not limited to assisting with classification audits and reviewing, creating and preparing job descriptions, and validating Fair Labor and Standards Act (FLSA) designations. Reports to the Human Resources Manager and works under general supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Works in coordination with HR Compensation Specialist to ensure classification and compensation are aligned properly and with the Texas State Auditor's Office guidance.
  • Responsible for the coordination and administration of human resources activities related to employee classification.
  • Compiles and analyzes statistical data for the agency's classification program.
  • Works with the Human Resources Manager and Assistant HR Director to train and educate managers/supervisors on classification-related and FLSA issues.
  • Assists with interpreting and ensuring compliance with all applicable laws, rules, policies, and procedures related to classification and FLSA management.
  • Maintains, updates, and ensures adherence to agency career ladders.
  • Prepares and revises job descriptions to ensure proper classification for new or current positions.
  • Assists Compensation Specialist in completion of job analyses and job audits and reviews/updates job descriptions as necessary.
  • Reviews job descriptions to ensure Fair Labor Standards Act (FLSA) compliance and appropriate designations.
  • Provides advice to employees, managers, and HR staff on issues, rules, policies, and regulations related to classification and FLSA designations.
  • Assists internal and external customers with conducting and coordinating classification compliance audits.
  • Compiles and analyzes reports using data from relevant sources for various reporting needs.
  • Helps create and update HR-related training materials and user guides.
  • Collaborates with HR Staffing Specialists on job descriptions to ensure proper classification compliance and FLSA designations.
  • May assist in processing personnel actions and reviewing completed personnel actions to ensure conformity with agency, state, and federal regulations.
  • Serves as backup to HR Compensation Specialist.
  • Serves as delegated admin for TDIS.
  • Assists the HR Team in carrying out various human resource programs and procedures.
  • Contributes when needed to recruiting efforts such as screening applications, completing pre-employment reference checks, and assisting with candidate communication.
  • Supports HR projects and initiatives as assigned by management.
  • Compiles and analyzes human resources and/or position data from HR-related surveys and questionnaires, such as job audit questionnaires.
  • Assists new hires and existing employees with the DOD Common Access Card (CAC) process.
  • Coordinates or conducts background checks.
  • Ensures employee job descriptions are updated and maintained in employee files.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
  • Performs related work as assigned.


WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week



Qualifications:

MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required (substitution allowed).


PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in human resources management, business administration, organizational development or related field is preferred.


SUBSTITUTION:

  • Additional years of experience working in human resources may substitute for the required education on a year-per-year basis.


EXPERIENCE:

  • Two years' experience working in human resources is required.
  • Experience using Microsoft Office applications including Outlook, Word and Excel is required.


PREFERRED EXPERIENCE:

  • Experience with creating and reviewing job descriptions is highly preferred.
  • Experience performing compensation or classification analysis, design and/or administration is preferred.
  • Experience with the State of Texas classification plan and compensation system is preferred.
  • Experience compiling and analyzing data and generating reports is preferred.
  • Experience using the HR/Payroll module of the Centralized Accounting Personnel and Payroll System (CAPPS) is preferred.
  • Experience using SharePoint, Adobe Pro, PeopleSoft, and/or Visio is preferred.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • Human Resource Certification Institute (HRCI) Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification, Society for Human Resource Management (SHRM) certifications SHRM-CP or SHRM-SCP or Certified Compensation Professional (CCP) is preferred.


OTHER REQUIREMENTS:

  • The selected candidate must complete security clearance. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85P. Completed forms are submitted to the OPM for the background investigations.

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Regularly bends, stoops or squats to perform filling. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
