The State Treasurer serves as the chief banker and investment officer of the state of New Mexico. As such, the State Treasurer's Office provides cash management to state agencies, invests the state agency and local government investment pools, administers New Mexico's ABLE and retirement savings programs, validates bank activity, acts as the paying agent on the state's outstanding debt/bond issues, and enforces the states collateral policy on financial institutions holding state money.

Why does the job exist?

The Accounting-Auditor A position within the Cash Management Division provides support for the critical functions of cash forecasting, collateral management, and investment portfolio compliance.

How does it get done?

The position is responsible for conduction complex analysis for all state of New Mexico bank and investment activity. This includes:

Performing risk assessments on all depository institutions (40).
Reconciling agencies in banking accounts (400) and ensuring proper collateral levels
Audit trade documents to ensure compliance with NMSTO Investment Policy.
Reconciling state agencies' bank accounts.
Assist in tracking and forecasting the state's cash flows.
Reconciling and ensuring proper collateralization 25%
Preforming risk assessments on financial institutions 10%
Assisting in tracking and monitoring and forecasting the state's cash flows $88 billion annually 15%
Audit trade documents for compliance 25%
Assist management with Broadridge/QED to ensure that system in maintained 25%.

Who are the customers?

The job serves the State Treasurer, the Cash Management Division, The Investment Division, the Collateral Bureau, the state fiscal bank, as well as financial institutions that hold state funds.

Ideal Candidate

Preferred experience with the following:

- Reviewing financial statements;
- Portfolio compliance;
- Tracking state revenues and disbursements; and
- Analyzing portfolios.

Minimum Qualification

Bachelor's Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting. Substitutions Apply. See Substitution Table below.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
