Why does the job exist?

The incumbent of this position will work within the Cash Management Division and will provide support for the critical functions of cash forecasting, collateral management, and investment portfolio compliance. The incumbent also provides daily support to numerous state agencies regarding complex bank and accounting inquiries.

How does it get done?

The incumbent of this position:

- Monitors and critically analyzes all state depository accounts pursuant to state and federal statutes, policies and procedures.
- Ensures the depository accounts are compliant and continuously evaluate if the accounts are necessary for the requesting state agencies to carry out their stated mission.
- Analyzes bank statements for Fiscal Agent and depository bank accounts to ensure that account activity is correct and bank fees and charges are being applied correctly.
- Utilizes the statewide accounting system (SHARE) to process deposits for the State Treasurer's Office and other agencies.
- Ensures that all accounting information is entered into SHARE with 100% accuracy.
- Administers all activities associated with positive pay processing and approval in accordance with the fiscal
agent bank and State Treasurer Office policies.
- Utilizes excellent written and oral communication skills and interacts with various stakeholders as a knowledge center for banking, accounting and cash management
issues.
- Monitors and analyzes all state depository accounts pursuant of state statute, policies and procedures.

Who are the customers?

The job serves the State Treasurer, the Cash Management Division, the Investment Division, the Collateral Bureau, the state fiscal bank, as well as financial institutions that hold state funds.

Ideal Candidate

Accounting experience is strongly preferred;
Additionally, preference will be given to candidates with:
- Experience reviewing financial statements
- Experience with portfolio compliance
- Experience with tracking state revenues and disbursements
- Extensive knowledge of Microsoft Office Suite;
- Excellent verbal and written communication skills;
- Has performed a variety of routine accounting functions utilizing the statewide accounting system (SHARE);
- Has experience critically reviewing and analyzing accounts, files and other records in regards to state agency funding;
- Has experience using Microsoft Excel to create complex spreadsheets/databases to maintain information relating to banking and inventory; has experience utilizing an online portal for banking
and administering access for banking services.

Minimum Qualification

Associates Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
