Why does the job exist?

To comply with essential required financial obligations established by policy. These financial services involve processing large volume of purchase requests for Juvenile Justice Services facilities using the SHARE financial system for entering, modifying, and monitoring purchase orders and payment vouchers, use of authorized P-Card, maintaining electronic and hard copy purchase order and P-Card files and logs, communicating with facility staff and vendors for invoices and supporting documentation, and cross training other staff in financial services job tasks and assignments. This includes compliance with applicable policies and procedures for daily critical financial transactions with the following functions: backup support for the Client Trust Accounts including tracking and reconciliation to include Incentive Pay, reconciliation of Client Bank Account, State Treasurer Deposits, National School Lunch Program, Canteen inventory tracking and fulfillment.

How does it get done?

Process high volume of purchase orders and ensure compliance with applicable policies and procedures for financial transactions (General Accounting and bookkeeping in compliance with State, Federal, CYFD and DFA policies, procedures, rules, and regulations). Perform other related financial functions including State Treasurer Deposits, compliance with external audits, and cash management. Backup for Client Trust (CT Account operations which include monitoring daily trust account financial transactions on CT Account and Client Activities Ledgers and Bank Accounts, ensure audit compliance, assist with canteen services. Backup for the National School Lunch Program which includes reviewing meal accounts, enter counts into Public Education Dept. (PED) Student Nutrition report (web site) to initiate reimbursement claims for school lunches.

Who are the customers?

This position oversees financial operations for the Juvenile Justice Services (JJS) Education Bureau, Juvenile Reintegration Centers, John Paul Taylor Center, Youth Diagnostic and Development Center, Medical and Facilities Mental Health.

Ideal Candidate

Skilled in the following areas:
• Knowledge of the SHARE financial system.;

• Experience with procurement of goods and services;

• Creating purchase orders;

• Have good communication skills;

• Using Micro soft Word, Excel, Outlook, Internet Explorer;

• Multi-tasking in a busy workplace;

• Strong organizational skills;

• Have good communication skills.

Minimum Qualification

Associates Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
