Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. This position provides financial controls related to accounts receivable to ensure proper receipt, allocation and distribution of over $2 billion in revenues. This position is responsible for the entry and application of all revenue on Oil and Natural Gas Administration and Revenue Database (ONGARD) and Land Information Management System (LIMS). This position will ensure accuracy and completion of month end revenue distribution and operating transfers to approximately 22 beneficiaries of the trust which consist of public schools, universities and hospitals to provide funding that they heavily rely on for their operations.

How does it get done?

Oversees the daily cash process by ensuring the accuracy and timeliness of the validation, entry and application of all revenues. Provides technical assistance in the proper recording, identification of revenues, and placement of funds. Ensures revenues are applied, balanced and deposited daily. Ability to multitask, prioritize work, is accurate in accounting, exhibits a thorough understanding of month end distribution, and has a clear understanding of the SHARE system and ability to work with others. Maintain LIMS/ONGARD system. Ensures accurate controls and reporting standards daily. Evaluates and updates adjustments. Ensures that there are no incorrect adjustments or updates that will affect monthly distributions, billing and reports. Prepares and maintains accounts receivable reports. Prepares, reconciles, and reviews all revenue related reports, including electronic filing and graphs for the financial report. Assists external auditors in the preparation of financial statements in relation to accounts receivables.

Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).

External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; special interest groups; government entities (state, federal, city, county, tribal).

Ideal Candidate

The ideal candidate will have:
4+ years of experience in Accounts Receivable
4+ years of experience utilizing Excel
2+ years of experience with SHARE Financial
2+ years of experience with preparing journal entries
2+ years of experience with reconciling bank activity

Minimum Qualification

Bachelor's Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
