Why does the job exist?

The purpose of this position will be to provide a variety of accounting and auditing duties in the Administrative Services Division, through review and use of established processes on rules of the Department of Veterans Services. This position will act as both an Accounts Payable processor and an Accounts Payable auditor of division payments. The position is responsible for ensuring documents are processed timely (within 48 hours of receipt), accurately and in compliance with established agency, state and MAPS rules and policies. This includes correcting rejections from DFA and submitting within 24 hours. Communicate rejections and respond to division program and agency staff on the status of payment voucher and or errors. Prepare and process warrant cancellation as necessary. Keep management informed on any accounts payable issues. This position also acts as the point of contact for DFA vendor relations and submits supplier W9 for processing and utilization.

This position will also provide back up for the ASD accounts receivable position and other duties as needed. The position will participate in the year-end activities, annual audit and assist with the development and implementation of policies, procedures and controls to ensure compliance with laws and regulations. The position will keep agency staff current on any agency, DFA, or MAPS rule changes in regard to accounts payable and vendor relations. They will also participate in providing in-house financial trainings to fellow staff.

How does it get done?

* Audit accounts payable financial data to determine validity of claim and ensure documents are in compliance with the department's policies and procedures, DFA rules and regulations and state purchasing procedures. Create, monitor and reconcile payments and that the agency remains up to date in recurring payments and leases.
* Provide operational support when needed, for accounts payment activities. Run monthly query/reports for accounts payable.
* Provide financial reports to management as necessary. Participate in year-ending closing and annual audit activities.
* Participate in preparing required year-end documents to DFA to meet established agency deadlines.
* Work with division staff, suppliers, and DFA to ensure W-9s are processed and completed for use.

Internal customers are the departments/divisions within the NM Department of Veteran Services. External customers are the vendors waiting on payment for goods and/or services they provide to the agency.

Ideal Candidate

The ideal candidate is someone who is well organized, someone with the ability to multitask, has excellent communication skills and practical accounting experiences. The ideal candidate will have SHARE Financial experience, knowledge of rules govering state funds, Model Accounting Practices and DFA rules and regulations.

Minimum Qualification

Associates Degree in Accounting, Finance, Auditing or Business Administration and two (2) years directly related work experience in accounting, auditing, finance and/or budgeting. Substitutions Apply. See Substitution Table below.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. This position requires travel in and out of the state for training and to provide outreach and presentations.
