Job Duties

The Agency Management Lead Analyst through cost analyses, budget development and justification of agency initiatives helps the Budget Office to ensure the adequate evaluation, management, and control of all DOC financial resources. This position performs or coordinates project teams in the evaluation and measurement of department programs, budgets, appropriations, etc. to determine policy and fiscal impacts on implementation, measurements, standards, and resources and develops financial and program justifications for Department initiatives.

The Agency Management Lead Analyst prepares all budget development submissions to the Department of Planning and Budget (DPB) to include base and budget adjustments, decision packages and other exercises as required. The position acts as the Department's liaison with DPB for submissions, inquiries, and coordinates Department fiscal impact statement input to DPB during the General Assembly sessions. The Agency Management Lead Analyst serves as the Department's liaison to the money committee analysts, addressing requests for information, providing agency input, and supporting documents.

This position also serves as a regional budget analyst for one of the regions within the Department. This role includes managing the formulation, evaluation and coordination of annual operating plans, periodic budget projections and the year-end close out process. Regional budget analysts analyze budget variances and make recommendations to the Manager for budget revisions and provide management with a clear understanding of how resources are being expended in the region.

Minimum Qualifications

Experience with program budget planning, development, evaluation, and execution. Working Knowledge of the principles and practices of policy analysis, legislative practices, cost analysis, and financial planning. Experience developing financial and program justifications for legislative or departmental initiatives. Ability to communicate effectively orally and in writing with diverse audiences to include senior management and external contacts. Ability to analyze problems and develop sound recommendations and conclusions. Considerable experience and skill in the use of personal computers software and financial management systems. Experience developing and executing data queries and assemble and analyze results to interpret financial information. Some knowledge of generally accepted accounting practices. Skill in providing and promoting good customer service to internal and external customers.

Additional Considerations

General knowledge of correctional functions. • Experience conducting independent, complex technical policy and program analysis. Experience in management, financial, legislative, or related area of analysis or planning. Experience working in state government with some knowledge of the legislative structure, process, tracking system.
