You will be involved in developing and maintaining systems that ensure compliance, safety, and efficiency in the cannabis sector, contributing to the responsible management and growth of this emerging industry.

Job Summary

As the IT Advanced Business Analyst, you will perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. In particular, this includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives.

This position exists to bridge the needs of the business with the use of information technology (IT). This position will lead the Business Analysis of OCM development projects, become a subject matter expert on the IT implementation of their assigned business systems, and work with leaders on implementing strategic plans.

This position is currently eligible for full-time telework:
  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.


Qualifications

Minimum Qualifications

Position requires a minimum of four (4) years of IT related experience in performing IT business analysis functions.

Experience must include:
  • Analyzing, gathering, and communicating business/system requirements and related written project documentation.
  • Scoping projects such as:
    • Researching and recommending appropriate software solutions to meet the needs of the business.
    • Identifying the estimated costs of the project including labor, hardware, and software.
    • Estimating the duration of the project along with determining which resources will be needed and the level of effort for those resources.
  • Delivering custom developed systems for the business, implementing Custom Off the Shelf (COTS) solutions and/or Software as a Service (SaaS) solutions for the business.
  • Agile (Scrum/Kanban).
  • Ability to perform Project Management (PM) and Quality Assurance (QA) activities.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.


A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.

Preferred Qualifications
  • Experience with creating requirements documents for Request for Proposals.
  • Demonstrated problem-solving skills in problem definition, information gathering and research, alternatives analysis, applying creative solutions to unique and/or immediate problems, and appropriate resolution implementation.
  • Leading and conducting business/systems analysis and creating relevant documentation.
  • Proven ability to collaborate, work effectively as part of a team and establish and maintain working relationships with all levels of business customers and technology staff.
  • Effective communication sufficient to clearly present complex information to users in a comprehensive style, and translate technical and system information to non-technical stakeholders.
  • Demonstrated leadership and mentoring skills for new IT professionals.
  • Experience performing, and advanced knowledge of, Quality Assurance and Project Management activities.
  • Experience working on an Agile project/team.
  • Experience performing database queries.
  • Experience working on conversion projects.
  • Certified Scrum Master.
  • Business analysis experience sufficient to qualify for IIBA (International Institute of Business Analysis) CBAP (Certified Business Analysis Professional) exam or currently CBAP certified.
  • ITIL foundation certificate.
