Job Summary

*This position is Temporary Unclassified.

* Telework (within Minnesota or neighboring States)and flexible hours options are available.

This Temporary Unclassified position exists to partake in the rulemaking process to update the licensing rules for residential programs for adults with mental illness (informally referred to as Rule 36) and implement updates and revisions to these requirements.

This position exists to assist the Office of Inspector General (OIG) Policy Manager and the Licensing Division Mental Health and Substance Use Disorder Manager to initiate policy improvements to enhance communication, enforcement, monitoring, and compliance for adult residential mental health programs. Under administrative direction of the OIG Policy Manager, the position assists Licensing Division leadership by providing leadership and performing work regarding analysis, development, and implementation of revised rules for adult residential mental health programs.

Responsibilities include but are not limited to the following:
  • Provide the Department direction on the strategic planning and policy development for determining revisions to requirements for adult mental health residential programs.
  • To lead teams of department, cross-agency and other partners to update statewide licensing standards for adult mental health residential programs including a lower residential level of care and secure treatment settings.
  • To identify, design, implement and evaluate data, trends, policies, and procedures impacting adult residential mental health programs.
  • Lead policy development, rule and statute changes, communications, reports, and stakeholder engagement efforts for adult residential mental health programs and facilities.


Qualifications

Minimum Qualifications

Three (3) years of experience developing and recommending planning and policy strategies in a licensed program.

Experience must demonstrate the following:
  • Identify and evaluate information or data.
  • Develop policy and program recommendations.
  • Demonstrated research and analysis skills.

Preferred Qualifications
  • Ability to demonstrate knowledge and skills in the complexities of licensing and certification work responsibilities and in the application of appropriate statutes, rules, protocols, and procedures.
  • Experienced in project management.
  • Draft legislation.
  • Efficient responses, including technical assistance and communications related to stakeholder proposals impacting the work of the Background Studies division.
  • Written reports and summaries are clear and concise and address all required elements.
  • Proficient in use of Microsoft Office Suite.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
