TELEWORK

This program operates remotely. Staff are required to reside in Texas, and work from home, within a reasonable commute distance of TCEQ's Austin headquarters or a coastal regional office. Periodic in-person attendance is required for meetings and activities.

YOUR FUTURE TEAM

As part of TCEQ Legal Services, you would support the agency's Resources and Ecosystem Sustainability, Tourist Opportunities, and Revived Economies (RESTORE) program. This program provides federal funding to entities along the Texas coast to mitigate the impacts from the Deepwater Horizon Oil Spill.

The RESTORE program resides in the agency's General Law Division.

PREFERRED QUALIFICATIONS

• Experience with state and federal procurement and contract management requirements, regulations, and best practices.

• Experience on interpreting policies, procedures, and regulations;

• Experience working with attorneys, grant specialist and subrecipients on reporting, invoicing, and compliance issues.

• Proficiency in Microsoft Excel for data entry, reports, and data analysis.

HERE'S WHAT YOU'LL BE DOING...

• Review and analyze financial status reports (FSRs), deliverables and invoices to ensure completeness, appropriateness, and accuracy. Evaluate expenditure data and deliverables and makes projections to ensure appropriate use of funds. Evaluate financial data in the Grants Database, enters amended budgets for all projects and assists in assuring invoices are reported in the applicable projects.

• Evaluate work plans to ensure completeness and ensure staff are addressing financial project reporting. Assist in the monitoring of contract performance by examining invoices, fiscal data, and eligibility determinations for compliance with terms of contract and 2 CFR 200. Prepare report, analysis, and closeout documentation.

• Coordinate and assist in post-award meetings, project meetings and communications on contracts with grant coordinators, attorneys, and grant subrecipients. Assist in the preparation of budget amendments in accordance with contract requirements and verifies cost information.

• Collaborate in the development of solicitations, contracts, amendments, and applications by ensuring compliance with reimbursement requirements, and analyzing information supplied by bidders and applicants. Coordinate and facilitate meetings and communications on contracts with grant coordinators, attorneys, and grant subrecipients.



Qualifications:

EDUCATION & EXPERIENCE

• Sixty (60) semester hours from an accredited four-year college or university.

OR

• Graduation from a standard senior high school or its equivalent plus one year of full-time experience in contracting or purchasing.

OR

• Three years of full-time experience in an administrative capacity* which included contracts or purchasing responsibilities. * Administrative capacity is work where primary duties consist of performing administrative tasks of an office; excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Contract Specialist I state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Contract Specialist I series.
