GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Under the direction of the Data Management Officer, performs complex (journey-level) data analysis and data visualization assignments for the Enterprise Data Management (EDM) team. Work involves conducting detailed analysis of data, including leveraging statistical techniques; developing proof of concept mockups to ensure data quality; and converting raw data into database table structures from a variety of source formats. Interprets business requirements to be used as input to performance measure visualizations and reports for large and complex agency programs. Mentors internal staff and trains others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position reports to the agency Data Management Officer.

ESSENTIAL DUTIES

Analyzes data using standard statistical tools, methods, and techniques.

Identifies, collects, and analyzes data needed to develop reports, briefings, and presentations.

Consults with internal and external customers to understand the business requirements that drive the analysis and design of visualizations and reporting solutions.

Interprets, designs, develops, and maintains measures, dashboards, and reports utilizing data visualization tools.

Compiles, queries, calculates and/or loads data using CSV files, SQL and other query languages from a variety of source formats.

Interprets results to identify significant differences in data.

Identifies and interprets data patterns and trends and assesses data quality.

Cleans and prunes data to discard irrelevant information.

Provides data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data; cleans and prepares data, as necessary.

Maintains data dictionary and documentation for databases and reports that captures data mapping, transformation rules and business definitions.

Actively contributes to the continuous improvement of TxDMV enterprise reporting through initiatives including: inventorying and mapping enterprise reports, creating and maintaining data dictionaries, automating manual reporting processes, and maintaining design consistency across multiple visualizations and reports.

Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.

Assists in defining, developing, and implementing data standards.

Assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement.

Assists in developing software applications or programming to use for statistical modeling and graphic analysis.

May develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality.

May perform quality assurance and serve as a subject matter expert on data integrity, extraction, and compilation.

May guide the selection of data management tools, and the development of standards, usage guidelines, and procedures for those tools.

May assist with preparing and conducting presentations of performance visualizations and reports.

May provide guidance to others.

Travels up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of data visualization development, including data model creation, advanced calculations, and interactive visualizations.

Knowledge of relational databases and database design.

Knowledge of custom SQL Table/View creation with multi-level join conditions.

Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of data models, database design development, data mining, and segmentation techniques; and of record keeping, including security procedures for handling, protecting, and distributing confidential data.

Knowledge of computer programming principles, spreadsheet macros, and design logic.

Knowledge of basic concepts related to data warehousing and data marts.

Knowledge of concepts related to Extraction, Transformation, and Loading (ETL) workflows.

Skill in performing queries, extracting and joining data, and loading data using SQL and/or other query languages.

Skill in creating graphical user interfaces, mockups, prototypes, and design documents.

Skill in critical thinking and problem solving.

Skill in using EXCEL or other spreadsheet software.

Skill in the use of a computer and applicable software, in analyzing problems and devising effective solutions, in conducting data searches, in evaluating and translating large amounts of data, and in critical thinking.

Qualifications:

MINIMUM REQUIREMENTS

Education

Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field

Experience & Training Required

  • Three (3) years' experience in data analysis and visualization work. Experience in data analysis, research, compilation, and/or reporting work. Experience and education may be substituted for one another.
  • Three (3) years of experience developing SQL queries with multi-level join conditions to extract data from data sources such as DB2, SQL Server, and Salesforce to support decision-making.
  • Three (3) years of experience in using Power BI, Tableau, or other visualization preparation software.
  • Three (3) years of experience with development of reports and dashboards, including detailed and summarized reports, and historical trend analysis.
  • Three (3) years of experience validating, profiling, and cleansing data.
  • Three (3) years of experience identifying data quality issues, leveraging best practices and tools, with strong experience with data analysis techniques.
  • Three (3) years of experience leading stakeholder engagements on the gathering, documentation & detailed analysis of business requirements.


Experience & Training Preferred

  • Three (3) years of experience developing and automating queries to extract data use in spreadsheets, models, dashboards, and summaries to support decision-making.
  • Three (3) years of experience developing automated data quality testing frameworks and outlier analysis.
  • Three (3) years of experience using SAS, SPSS, Python or other statistical software.
  • Three (3) years of experience using Cognos.
