What will you do?
  • Serves as The Ohio Department of Developmental Disabilities (DODD) Budget Chief & supervises assigned senior budget analysts.
  • Assists senior financial manager in planning, directing & coordinating the entire DODD budgetary, fiscal management & control systems (e.g., evaluates, develops & recommends budgetary & fiscal management & control policies, procedures, goals & objectives).
  • Coordinates and manages the Operating Budget preparations for DODD (e.g., consults with & receives input from Director & Deputy Directors & other staff, estimates revenues and expenditures, oversees & prepares program narratives, coordinates budget language submissions)
  • Assists with the Capital Budget preparations & submission. manages the Annual Budget Preparation process for DODD Central Office divisions & Developmental Centers (DCs).
  • Manages the Annual Budget Preparation process for DODD Central Office divisions & Developmental Centers (DCs).
  • Develops, projects & monitors annual division budgets.
  • Directs development of allotments for each fiscal year
  • Implements improvements to fiscal program (e.g., provides guidance, establishes deadlines for submission of budget requests, resolves complex issues that may arise, etc.)
  • Collects & reviews all Medicaid Program estimates for completeness, accuracy & ensures they are within established budgetary guidelines
  • Monitors all department expenditures (e.g., all authorizations are complete) & revenue balances; creates, monitors, adjusts & verifies appropriation, allotment & agency track budgets (e.g., runs Cognos reports or real time reports from Ohio Administrative Knowledge System (OAKS)
  • Supervises assigned staff (e.g., completes performance evaluations, approves requests for leave, interviews & recommends applicants for hire, recommends discipline, etc.).
  • Completes variance reports for expenditures & revenue (e.g., actual vs. budget)
  • Initiates appropriation requests to the Controlling Board
  • Oversees the maintenance of Chart of Accounts for revenue & expenditure coding
  • Reviews & approves coding for weekly Medicaid payments and reconciliations (e.g., Medicaid payments to OAKS, general ledger to ledger, etc.). Keeps cash balance projections up to date. Ensures accurate coding on all expenditures paid by Central Office. Monitors DC spending for accuracy of coding. Performs fiscal analysis.
  • Responsible for running and balancing OAKS BI voucher detail reports, general ledger reports, encumbrance balance reports, revenue and cash balance reports.
  • Responsible for special projects and other duties as assigned.
  • Attends meetings with DODD staff & training sessions offered by The Office of Budget & Management.
  • Directs internal &/or external work teams. Leads meetings and workshops. Serves on committees & task forces as requested. Represents DODD in various program development meetings and committees.
**This position is hybrid under the agency's current telework agreement.**

Qualifications

66 mos. exp. or 66 mos. trg. financial administration.

-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or 12 mos. exp. as Financial Program Manager, 66585.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
