The Department of Finance & Administration, Local Government Division, Community Development Bureau staff provide assistance and oversight to local government officials with the implementation of needed infrastructure, public buildings, housing rehabilitation, economic development, planning and other critical projects. The Bureau administers Capital Outlay Projects passed by the New Mexico Legislature and signed into law by the Governor each year. The Bureau executes formal agreements with units of local government, processes payments and ensures that these state funds are spent in accordance with authorizing legislation.

The Community Development Bureau (CDB) Project Coordinator (Project Manager) is responsible for managing state Capital Outlay appropriations administered throughout the State of New Mexico.
The CDB Project Coordinator develops policies and procedures to coordinate the management of Capital Outlay. The Project Coordinator develops presentations, audits, advises and ensures that grantees abide by the rules and regulations. The Project Coordinator is responsible for approval of purchases, encumbering funds and processing expenditures.
How does it get done?
The Community Development Bureau (CDB) Project Manager is responsible for managing state Capital Outlay (State Program ) appropriations and Community Development Block Grants (CDBG) (Federal Program) administered throughout the State of New Mexico. The CDB Project Manager assists in developing policies and procedures to coordinate the management of Capital Outlay and CDBG, makes presentations, audits, advises and ensures that LGD grantees abide by the rules and regulations and is responsible for authorizing purchases, encumbering funds and processing expenditures as well as communicating with various state and federal agencies to ensure that tax payer funds are properly expended.
Who are the customers?
This position works for local government entities such as municipalities, counties, special districts, and tribal governments as assigned by the Capital Outlay Manager and Bureau Chief.
Ideal Candidate
The ideal candidate for this position should have experience as a project manager, customer service, experience reading, interpreting, analyzing and/or applying federal, state and/or local laws, rules and regulations.
Minimum Qualification
Bachelor's Degree and three (3) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Education Experience 1 High School Diploma or Equivalent AND 7 years of experience 2 Associate's degree AND 5 years of experience 3 Bachelor's degree AND 3 years of experience 4 Master's degree AND 1 year of experience 5 PhD degree AND 0 years of experience
• Education and years of experience must be related to the purpose of the position.
• If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
