The Energy Conservation and Management Division (ECMD) within the Energy, Minerals and Natural Resources Department (EMNRD) leads the state¿s charge toward clean energy adoption. ECMD is committed to developing and deploying solutions that will maximize New Mexico¿s renewable energy resources and improve energy efficiency and transportation standards. ECMD is the U.S. Department of Energy¿s designated State Energy Office and is a recipient of DOE's Energy Efficiency Revolving Loan (EERLF) Capitalization formula grant and the Energy Efficiency and Conservation Block Grant (EECBG) formula grant. ECMD also manages the state-funded Community Energy Efficiency Development (CEED) program. These programs represent over $17 million allocated for the benefit of low-income New Mexicans.
Why does the job exist?
The purpose of this position is to assist the Energy Efficiency Program Manager fulfill the duties and responsibilities related to EERLF, EECBG and CEED. This is a term position reporting to the Energy Planning Bureau Chief.
These building retrofit and electrification programs are designed to alleviate energy burden among New Mexico's low-income populations and support disadvantaged communities by increasing the efficiency, safety and comfort of homes and public buildings. These programs are also intended to encourage workforce development and provide workforce training opportunities.
How does it get done?
ob duties and responsibilities include:
- reviewing contract scopes of work and monitoring progress
- helping to design and provide technical assistance to stakeholders and grant recipients
- reviewing and approving invoices
- monitoring construction projects and conducting site visits
- helping to prepare quarterly and annual performance reports to the U.S. Department of Energy
Who are the customers?
External customers are primarily state and local government entities implementing building retrofit and electrification programs on behalf of low-income New Mexicans.
Ideal Candidate
We are looking for a highly motivated candidate who understands green building design, energy auditing, building construction and/or building decarbonization principles, has experience with project management and contract management, has a strong community engagement background, and is passionate about helping the state achieve results for New Mexicans.
The ideal candidate will:
- Have experience with green building, energy efficiency or weatherization programs at the federal, state or local level.
- Have experience managing projects, supporting program development and implementation, and coordinating between groups (e.g., departments or agencies) in a professional setting with supervision;
- Demonstrate superior written and oral communication honed through experience writing grant proposals, presenting technical information in accessible ways, and facilitating group meetings; and
- Show motivation and flexibility to work in a fast-paced role supporting high-priority programs.
Minimum Qualification
Bachelor's Degree and three (3) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

• If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
Employment Requirements
Must have a valid New Mexico Driver's License.
Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
