Serves as Section Chief of Procurement Section with Division of Legal, Contracts & Monitoring. Under general direction, leads procurement activities in the Division of Legal, Contracts & Monitoring for the Ohio Department of Children and Youth (DCY); oversees the monitoring of supplier, grantee, and agency performance and the identification and resolution of performance issues; meets with agency management to advise and offer technical assistance in procuring needed goods and services from outside vendors/ grantees in accordance with applicable state and federal procurement standards; develops procurement methods, competitive selection instruments and structures for DCY program areas; approves statistical reports and financial statements for distribution; Develops and/or assists in developing and/or updates agency procurement policies and procedures; develops and updates procurement documents and related support materials; develops and delivers agency-wide and county training in procurement requirements, procedures and methods; reviews proposed legislation and/or policy changes to determine financial impact and/or establishes sourcing procedures in line with legislative/policy requirements; evaluates, develops and recommends policy updates; oversees resolution to projected and/or actual missed performance targets; identifies and changes contract performance measures; supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

System usage and management of procurement systems. Monitor and uses Ohio Buys system for procurement Serves as agency procurement approval and is responsible for use and agency activity in the Ohio Buys system. Monitor and use Ohio Grants Portal for posting of Request for Grant Applications and managing posting process. Manage and use grant management system to manage competitive selections. Develop processes and procedure in use of above named systems.

Performs other related duties as assigned (e.g., travels to attend and participate in meetings, conferences and workshops; utilizes computer to enter, edit and retrieve data (e.g., reports, letters, documents).

Qualifications

66 mos. exp. or 66 mos. trg. financial administration.

-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or 12 mos. exp. as Financial Program Manager, 66585.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
