Office of Fiscal & Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This encompasses the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division is also responsible for the management of the Agency's revenue, disbursements and financial obligations as well as performing daily federal cash draws, reconciles and reports on federal grant status. What You'll Do

This position manages multiple staff and oversees the fiscal administration of the federal grants and programs (i.e. federal cash draw downs, revenue deposits, federal financial reports and federal grant budget estimates and projections).

In this position you will,

• plan, manage, and coordinate reconciliation of federal cash draw downs, revenue deposits and grant activities, including creation of grant chart of accounts.

• oversee the review and timely submission of federal financial reports to the federal awarding agencies ((e.g., US Department of Health and Human Services [HHS]; US Department of Agriculture [USDA])

• plan, manage, and coordinate reconciliation of grant federal cash draws and federal expenditures in coordination with the federal awarding agencies

• review expenditures, monitor cash balances & makes suggestion on budget projections related to federal grants

• review and oversee the submission of the Schedule of Expenditures of Federal Awards (SEFA) to the Office of Budget Management (OBM)

You will supervise assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).

You should be able to analyze, identify/explain variances, problem solve and suggest recommendations. Knowledge of federal grants management and the state's Ohio Administrative Knowledge System [OAKS] is a plus.

Qualifications

The ideal candidate, at minimum, must have the following:

Option 1:

  • 66 mos. exp. or 66 mos. trg. financial administration


OR

Option 2:

  • 12 mos. exp. as Financial Program Manager, 66585.


OR

Option 3:

  • C ompletion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.


OR

Option 4:

  • Completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.


OR

  • Equivalent of minimum class qualifications for employment noted above.


NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Pay Information

T his position is in the State of Ohio's E1 Pay Schedule, Pay Range 15. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $41.23 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
