Why does the job exist?

The Management Analyst - Advanced will:
  • Ensure the completeness, accuracy, quality and compliance of work participation activities undertaken by federally funded Temporary Assistance to Needy Families (TANF) recipients;
  • Prepare and submit the annual TANF Maintenance of Effort Report.
  • Determine the State's TANF Work Participation Rates which will impact the State's TANF funding levels and in reviewing that federal work requirements are met by Health Care Authority (HCA) contractors;
  • Assist in other tasks and duties as assigned.


    • How does it get done?

      The Management Analyst - Advanced is responsible for:
      • Reviewing monthly disaggregate sample against the Automated System Program & Eligibility Network (ASPEN) and WorkPath electronic case files (ECF);
      • Coordinating with NM Works contractor(s) to ensure accurate and acceptable supporting documentation is uploaded into ECF while reviewing to validate that documentation requirements are in compliance with the Work Verification Plan;
      • Correctly coding of data in Adobe Acrobat case files and accurately inputting data into the master sheet for tracking purposes:
      • Assisting the Staff Manager with reporting transmissions;
      • Participating in and/or leading regularly scheduled meetings with contractors to review and discuss case findings;
      • Performing quality checks on contractor case management efforts on sampled cases and reporting the findings to the Program Manager;
      • Preparing the annual Maintenance of Effort (Form ACF-204), following the necessary agency approvals and submitting through the federal Online Data Collection System (OLDC).
      • Assisting the Staff Manager with updating the Work Verification Plan;
      • Actively participating and contributing in regular occurring meetings;
      • Reviewing and reconciling childcare data received from the Early Childcare Education and Care Department (ECECD).

      Ideal Candidate

      The Ideal Candidate has experience:
      • Working with the TANF program to include familiarity of the Work Verification Plan;
      • Navigating The Code of Federal Regulations (CFR) and the New Mexico Administrative Code (NMAC);
      • Utilizing ASPEN, WorkPath, Adobe Acrobat, Excel and Access;
      • And the Ability to work well individually and within a team setting;
      • Demonstrating excellent writing skills.


      Minimum Qualification

      Bachelor's Degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Substitutions Apply. See Substitution Table below.

      Working Conditions

      Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required.
