Why does the job exist?

The purpose of Management Analyst (MA) position is to provide leadership, direction, monitoring, evaluation, ongoing technical assistance and fiscal support to the districts, tribes, pueblos, and nations who receive funding through the Indian Education Act. The MA contributes to the agency effectiveness by knowing relevant federal and state statute and regulations and ensuring districts and schools are compliant, analyzing information, research, and using database and fiscal management systems to effectively write and develop materials for the agency; design professional training and technical assistance presentations; and provide timely and relevant customer service, internally and externally, either in-person and/or on-site as well as via phone calls, email and/or desktop monitoring.

How does it get done?

Budget Responsibilities (50% of Position Responsibilities):
1) Monitors division budgets in SHARE and all other databases, ensures federal, state and other accountability
requirements are met, completes detailed financial reports on a weekly and quarterly basis;
2) Reviews, approves, monitors, and processes Budget Adjustment Requests (BARs) and Request for Reimbursements (RfRs) in the Operating Budget Management System (OBMS) within 30 days of submission, provides reports
on a biweekly basis to the Assistant Secretary or their designee, and completes audit expenditures to ensure compliance and update-to-date monthly reports;
3) Processes all travel documents and requests for reimbursement for the Assistant Secretary.

Data Analysis (20% of Position Responsibilities):
1) At direction of Assistant Secretary or their designee, assists with development of reports and analysis of data from STARS and other databases;
2) Enters monthly expenditures in internal databases including excel spreadsheets and provide data to support budgetary decisions to the Assistant Secretary.

Technical Consultant (20% of Position Responsibilities):
1) Collaborates with internal bureaus/divisions and external entities on the planning, preparation, implementation, and evaluation of technical assistance, policy or non-regulatory guidance, as well as offers technical assistance to grantees regarding fiscal responsibility of grants awarded through the Division;
2) Provides internal training and assistance to division members on internal programming such as processing travel documents and request for reimbursements.

Administrative Support to Division (10% of Position Responsibilities):
1) At direction of the Assistant Secretary or their designee, assist with development of strategic planning and support with monthly tracking of actions and quarterly overview meeting long-term goals for the division.
2) Contributes to team effort and assignments to meet division goals.

Ideal Candidate

The ideal candidate has knowledge and experience in:
Fiscal management and budgets.
Microsoft programs such as Word, Excel, and PowerPoint.
Organization of files and documents using desktop computers and online databases.

Minimum Qualification

Bachelor's Degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico's Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Possible exposure to irate clientele. Some statewide travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation for work-related travel.
