Why does the job exist?

The Management Analyst - Operational will:
  • Coordinate and assist the Financial Management Bureau (FMB) with financial payment processing, internal tracking, and submissions to internal agencies as well as other state and federal agencies;
  • Provide high level administrative support to FMB and Medical Assistance Division (MAD).


How does it get done?

The Management Analyst - Operational is responsible for:
  • Preparing, logging and tracking all the Accounting Transaction Requests (ATR¿s) for payments/recoupments made to Medicaid Providers;
  • Coordinating and obtaining Deputy Director, Bureau Chief and Administrative Services Division (ASD) approvals for all ATRs prior to processing;
  • Preparing correspondence, maintaining files, communicating with internal and external stakeholders;
  • Performing other office and clerical duties;
  • Assisting in the preparation of purchase requisitions and processing invoices;
  • Preparing TORT recovery checks received for deposit (monthly HMS deposit) and (NON-TORT) recoveries checks received for deposit (Workman's Comp., Third Party Liability, Non-HMS, and FFS Clients) on a daily basis;
  • Preparing SNCP quarterly reminder letters to all participating Counties ensuring they are sent out timely;
  • Ensuring that SNCP quarterly 1/12 County GRT payments and quarterly Certifications of Participation for Counties and Hospitals are received;
  • Depositing checks and following up on non-receipt checks and non-receipt of Certification of Participation;
  • Providing assistance with material routings and tracking;
  • Tracking and verifying the accuracy of items required by the agency's independent auditor;
  • Researching and reviewing pertinent regulations, laws, manuals, procedures, and preparing analytical reports;
  • Completing federal reports and reconciling federal expenditures, revenues, and receivables;
  • Following rules, statutes, and directives carefully as well as adapting to changes made to rules, statutes, and directives.

  • Ideal Candidate

    The Ideal Candidate has:
    • Experience proficiently using Microsoft Office Products (Word and Excel) ;
    • Knowledge of the Medicaid program and or experience working in a health care environment;
    • Experience communicating and coordinating with internal staff and external stakeholders;
    • Experience conducting research and analyzing complex information.


    Minimum Qualification

    Associates degree and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Substitutions Apply. See Substitution Table below.

    Employment Requirements

    Must possess and maintain valid driver's license.

    Working Conditions

    Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage.
