Why does the job exist?

The Management Analyst - Advanced will:
  • Work with carriers,Third Party Administrators, State of New Mexico Employees and Local public bodies;
  • Work with the State Personnel Office (SPO), State Agency Human Resources Departments, and State Agency's Administrative Service Department (ASD).


How does it get done?

The Management Analyst - Advanced is responsible for:
  • Implementing improved data tracking mechanisms for Prior Year/Current Year refunds, Invoices, Content Management System (CMS) letters, Refunds and One-time Deductions, Warrant Cancellations and Collections;
  • Distributing and tracking of all carrier communications for State of New Mexico Members and Local Public Bodies (LPB);
  • Serving as the lead project manager for all State Health Benefit projects;
  • Tracking all transactions and ensuring issues are resolved timely;
  • Identifying trends and processing errors;
  • The effective & timely recommendation of quality control improvement efforts with the administration of the State of New Mexico Health Care Group plan(s) member and carrier issues resolution;
  • Assisting with preparing presentations & implementing procedure manuals;
  • Creating and implementing a process to ensure compliance by maintaining confidentiality and abiding by laws and agency rules and regulations related to State health Benefits administration and administrative guide;
  • Assisting the benefit analyst wellness coordinator to ensure wellness communications for supplemental programs are submitted timely;
  • Developing meeting schedules, trainings and presentations;
  • Clerical duties, participating and/or leading in regularly scheduled meetings to review and discuss wellness programs and utilization;
  • Creating Error Reports, resolving customer issues for primary, supplemental or voluntary benefits;
  • Serving as one of the Benefits Record(s) liaison;
  • Possibly serving as one of the Benefit Trainers for Human Resource and Member training(s);
  • Participating in Open Switch Enrollment and 1095C.

  • The 58,000 members of the State of New Mexico Group benefit plan including employees of State, Local Public Bodies as well as their dependents;
  • Internal customers including Carriers, The New Mexico Department of Finance Administration (DFA), State Personnel Office (SPO), The Department Of information Technology (DOIT) and The Legislative Finance Committee (LFC).


Ideal Candidate

The Ideal Candidate has experience:
  • Working with carriers to include familiarity with wellness communications health and well-being and group benefit plans and trainings;
  • Navigating the Statewide Human Resources Accounting Reporting modules (SHARE);
  • Demonstrating the ability to learn time reporting codes (TRC's);
  • Working with Human Resource Professionals regarding group benefit plan(s);
  • Working with Benefits Analysts for collections, tracking and processing State Health Benefits administrative guides and rules, and Human Resource trainings;
  • Demonstrating the ability to work well individually and within a group setting;
  • Utilizing excellent writing skills;
  • Utilizing SHARE, Adobe Acrobat, Excel, Microsoft Word and Power Point;
  • Serving as a benefit record liaison;
  • Utilizing Clerical duties and other duties as assigned.


Minimum Qualification

Bachelor's Degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

Work is performed in an office setting, with extensive exposure to visual/video display terminal (VDT),Computer and telephone usage. Some Travel may be required. Occasionally work extra hours, weekends and Holidays.
