As part of TCEQ Administrative Services, you would help support the logistical and operational structure for TCEQ statewide the business foundation for the whole agency. See details about what we do.

This position is a member of our Financial Administration Division.

KEY QUALIFICATIONS

  • Experience developing large dollar contracts, solicitations, and amendments.
  • Experience with vendor evaluations, tabulations, and vendor negotiations.
  • Experience training or providing guidance to the public or co-workers on procurements and contracts activities.
  • Experience coordinating and/or facilitating meetings.
  • Certification as a Certified Texas Purchaser (CTP), Certified Texas Purchasing Manager (CTPM), Certified Texas Contract Developer (CTCD), and/or Certified Texas Contract Manager (CTCM).




Qualifications:

HERE'S WHAT YOU'LL BE DOING...

  • Provide technical assistance to TCEQ programs with contracting policies and procedures; develop and evaluate a broad range of contracts, solicitations, and amendments; evaluate information supplied by vendors; prepare solicitation and contract documents including Specifications/Statement Of Work (SOW), minimum qualifications, notices, selection procedures, bid evaluation scoring instruments and draft agreements.
  • Oversee contracts for compliance with legal and regulatory requirements and agency policies and procedures. Ensure proper and timely review and approval of contract-related documents, meeting agency standards, and all necessary information and documentation is entered into the agency's centralized database(s) and reported to all entities as required
  • Attend professional procurement trainings or development activities as necessary. Develop and/or revise contracting guidelines, procedures, policies, rules, and regulations. Assist in evaluating data and making recommendations for reporting requirements, as necessary.


EDUCATION & EXPERIENCE

Graduation from an accredited four-year college or university plus two years of full-time experience in contracting or purchasing.

OR

Six years of full-time experience in contracting or purchasing.

Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Contractive Specialist IV state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Contract Specialist IV series.
