TELEWORK

This position works within the following counties in the South Texas Watermaster area remotely: Atascosa, Dimmit, Frio, Gonzales, Karnes, La Salle, Wilson, and Zavala. Travel/field work are 50% of required duties. TCEQ employees currently in the South Texas Watermaster Program will not be required to relocate to the specified counties and can remain within their currently assigned areas if selected.

Qualifications:

KEY QUALIFICATIONS

  • Experience working with and/or interpreting water right statutes, rules, policies, or procedures.
  • Experience conducting highly complex or specialized investigations and reviews regarding water right activities.
  • Experience using Word, Excel, and/or computer databases for data entry, reports and data manipulation.
  • Experience working with irrigation, farming, and/or industrial practices involving surface water.
  • Experience mentoring, training and/or developing staff.
  • Experience planning, directing and overseeing work activities of others.


HERE'S WHAT YOU'LL BE DOING...

  • In partnership with the South Texas and Concho Watermaster, oversee the resources and staff of the South Texas and Concho Watermaster program for the Texas Commission on Environmental Quality (TCEQ).
  • Coordinate and oversee the activities of Watermaster staff; assure program goals and objectives are met and coordinate schedules in both the South Texas and Concho programs; act as mentor and train junior staff members; review and approve South Texas and Concho staff investigations and other work for accuracy, completeness and compliance with all applicable rules, statutes, and policies.
  • Conduct and lead field visits of surface water diversion sites to include initiating action to stop illegal diversions of state surface water, verifying flow rates through use of mathematical formulas or electronic equipment, and preparing reports.
  • Administer and lead surface water complaint investigations; respond to public inquiries; research ownership records of water right holders; prepare reports based on findings and make recommendations if appropriate.


EDUCATION & EXPERIENCE

  • A bachelor's degree from an accredited college or university, with a major in a natural or physical science, engineering, environmental studies, or related field, plus six years of full-time experience in environmental activities. One year of full-time experience in the field of environmental activities may be substituted for each year (30 semester hours) of the required education.


OR

  • A master's degree from an accredited college or university in the degrees listed above, or related fields plus five years of the required experience.


OR

  • A doctorate degree from an accredited college or university in engineering, science, environmental science or related fields plus four years of the required experience.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Natural Resources Specialist V state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Watermaster Specialist V series.
