Why does the job exist?

The Administrative Operations Manager II/Community Programs Bureau Chief will:
  • Provide direct staff supervision;
  • Provide program oversight in collaboration with Division senior leadership and will serve as primary liaison with the Medical Assistance Division (MAD) in regard to Medicaid Waiver programs operated by the Developmental Disabilities Supports Division (DDSD);
  • Manage all units and initiatives within the Community Programs Bureau that will include: Supports Waiver, Mi Via Waiver and Developmental Disabilities Home and Community Based Services Waivers and statewide administration of assessment, monitoring development and policy related to the waivers;
  • Provide statewide case management, statewide provider enrollment, and will work with advisory councils and stakeholder groups;
  • Oversee policy development, quality improvement initiatives and will ensure compliance with the Centers for Medicare and Medicaid Services.


How does it get done?

The Administrative Operations Manager II/Community Programs Bureau Chief is responsible for:
  • Providing oversight of the administration of the Supports Waiver, Mi Via Waiver, and Developmental Disabilities Waiver in collaboration with MAD;
  • Learning all details of three home and community-based services waivers and become the subject matter expert;
  • Complying with all requirements set forth by the Centers for Medicare and Medicaid Services (CMS);
  • Monitoring and tracking waiver performance measures in coordination with the waiver assurance work groups;
  • Continuous quality improvement practices to improve the administration of the waivers;
  • Recommending necessary policy and regulatory changes to the waiver programs;
  • Waiver service standards development and revisions;
  • Collaborating with national experts on best practices;
  • Developing waiver applications and amendments with program managers;
  • Providing training and technical assistance on the Waivers;
  • Working with cross functional teams on initiatives related to the waivers;
  • Collaborating with MAD and DDSD to develop necessary information to comply with the CMS home and community-based services settings requirements and accessing final rules;
  • Providing oversight and supporting the Provider Enrollment and Relations Unit;
  • Supervising and providing oversight of the research and policy analyst including identifying best and evidence-based practices and reviewing recommendations for submission to DDSD senior leadership and bureau chiefs;
  • Communicating with all constituents, internal and external stakeholders via strong writing skills and skilled public speaking to diverse audiences.

  • Ideal Candidate

    The ideal candidate has experience:
    • Providing high-level negotiations and oversight with contract providers in compliance with New Mexico Administrative Code, applicable Service Standards, and performance with respect to the applicable provider agreement or contract;
    • Developing, implementing and monitoring policy and procedures related to Home and Community Based Services (HCBS) Waivers and corresponding Waiver Service Standards to produce quality services
    • Supervising (all personnel actions, orientation and training of personnel, office management, direction and leadership;
    • Managing complex programs, strategic planning, high-level decision making and excellent communication skills both verbal and written;
    • Working in a fast-paced, outward facing environment with diverse stakeholders;
    • With change management and bringing innovations and leadership to the division.


    Minimum Qualification

    A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

    Employment Requirements

    Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive a Defensive Driving Course Certificate as a condition of continued employment within 45 days of employment. Travel may be required with some occasional overnight stays. Successful completion of the Health Insurance Portability and Accountability Act (HIPAA).

    Working Conditions

    Office setting with extensive use of personal computer, telephone, fax, copier and other related office equipment that involves sitting, standing, bending, reaching, etc. to include lifting up to 30 pounds.
