Why does the job exist?
This position supervises and manages several critical program areas for the Division which are: The Capital Improvement Program; Recreation Trail Program; Bureau Of Reclamation (BOR) Title 28; Land Water Conservation Fund (LWCF) construction projects; and the Park Management Plan Program. This position coordinates all land ownership, transfer and acquisition transactions and interactions with other agencies for cooperative agreements and easements on State Park lands and leases, including Bureau of Land Management and State Land Office leases. This position manages permitting of water and wastewater facilities and infrastructure to ensure that facilities are in compliance with State and Federal surface and groundwater protection regulations. This position ensures that ground water monitoring wells are adequate for complying with New Mexico Environment Department permits.
How does it get done?
This position ensures that projects are designed and developed to a high degree of quality, maintains control over design and bidding documents, inspects individual construction projects for quality, manages expenditures and payments, and negotiates and manages contracts. This position provides accountability over program budgets, in particular, the Governmental Gross Receipts Tax (GGRT), as well as special appropriation funds and funding grants through the BOR federal program. Provide effective management & administration for the Design & Development Bureau Programs & Projects. Accountable for budget and fiscal responsibilities of the division CIP programs. Manage in support of established Strategic Planning Objectives. Provide effective supervision over assigned staff. This position coordinates all land ownership , transfer and acquisition transactions and interactions with other agencies for cooperative agreements and easements on State Park lands and leases, including BLM and SLO leases. This position manages permitting of water and wastewater facilities and infrastructure to ensure that facilities are in compliance with State and Federal surface and groundwater protection regulations. This position ensures that ground water monitoring wells are adequate for complying with NMED permits.
Who are the customers?
Internal and external customers, visitors throughout the state of New Mexico and surrounding states who are campers, hikers, and boaters that come to visit the park for a variety of reasons. Local community businesses in surrounding areas of the park.
Ideal Candidate
A Master's Degree in Design, Regional Planning, Architecture, Landscape Architecture, Geography, or similar filed of study from an accredited college or university and ten (10) years of executive level experience with a heavy strategic/functional strategy impact.
Minimum of 8 years of experience in a similar role
Extensive experience with project cost estimating, budget development and contract negotiation
Experience with federal/state grant management
Experience working with engineers, architects, ecologists, and landscape architects in the design and construction of park projects.

Minimum Qualification
A Master's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Working Conditions
Work is performed in an office and/or field in varying weather conditions, exhaust fumes, fuels, chemicals, & loud noises. Exposure to sunlight, dust, environmental allergens; loud noises; confined spaces, and stressful situations; interaction with the public, local, county and city officials by phone or in person. Sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling for extended periods of time may be required. Ability to lift up to 50 pounds, Exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some statewide travel required with the occasional overnight(s) stay. May be required to work irregular hours.
