Why does the job exist?

This position manages the Taxation and Revenue Department's (TRD) over $132 million budget that includes preparing the annual appropriation request and the operating budget. The budget director manages all compensation, special appropriations, capital appropriations, federal grant budgeting and tracks the agency's annual performance measures. This position supervises three analysts.

How does it get done?

Responsibilities for this position include:

*Documenting the budget process from submission of the budget request through hearings, recommendation review and submitting the operating budget.
*Track and coordinate with divisions federal grants and assist with budgeting unexpended funds.
*Preparing the Infrastructure Capital Improvement Plan (ICIP) for the agency annually.
*Review and prepare budget projections monthly on behalf of all TRD divisions.
*Review and prepare budget adjustments on behalf of the agency.
*Prepare and manage all performance measures for the agency.
*Assist the Chief Financial Officer with the annual financial audit.
*Conduct weekly/monthly meetings to provide staff with training and development to ensure accurate monthly budget projection.
*Track and manage the performance measures for the agency, ensuring all affected divisions are properly communicated relevant submission deadlines.

The customers include oversight agencies, executive management, bureau chiefs, unit managers, supervisors, and taxpayers.

Ideal Candidate

The ideal candidate for this position will possess the following:

*Strong communication skills regarding budget preparation, review, and training.
*Managerial experience to include supervision, training, and development of staff.
*Familiarity with Generally Accepted Accounting Principles and Department of Finance Administration's Manual of Model of Accounting Practices.
*Experience in State Government budgeting and accounting, preparing of Comprehensive Annual Financial Reports, financial statement preparation or equivalent experience.
*Bachelor's Degree in a related field.
*Proficiency in Microsoft Excel Pivot Tables.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
