Why does the job exist?

Overseen by the deputy director of the Environmental Protection Division, this position is responsible for the overall administration of the Air Quality Bureau and its mission to prevent the deterioration of air quality and ensure all New Mexicans benefit from clean air. Additionally, this position works closely with the director of the Environmental Protection Division and the Office of the Secretary on advancing strategic goals and initiatives to ensure lasting success across all programs.

How does it get done?

- Implement the agency's strategic plan by setting and achieving annual objectives for the bureau by working with the Environmental Protection Division Director's Office
- Lead bureau managers by establishing team goals, workload priorities and ensure completion of bureau functions
- Provide technical and regulatory direction to bureau
- Facilitate growth, development and accountability for staff members
- Manage budgets and expenditures, oversee federal and state grants, and coordinate staff recruitment and growth
- Evaluate proposed legislation for its impacts on the state air program
- Extensive communication with contractors, the regulated community, environmental non-profit organizations, and the general public
- Lead bureau participation in national associations that support state air quality programs, such as the Environmental Council of the States (ECOS), the National Association of Clean Air Agencies (NACAA), and the Western States Air Resources Council (WESTAR)
- Guide and direct a diverse professional staff in the Air Quality Bureau to execute key program functions, including air quality monitoring, implementing and enforcing air permits and regulations, issuing air quality permits for various sources, and taking corrective action for non-compliant sources

Minimum Qualification

Master's Degree in Environmental Science, Animal Science, Natural Science, Biological Science, Physical Science and/or chemistry and eight (8) years of work experience in environmental science, animal science, natural sciences, biological science, physical science and/or chemistry. Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, reaching and lifting to 25 lbs. may be required. In-state travel up to 20% with optional out-of-state travel.
