The Capital Planning & Policy Management Bureau is dedicated to providing comprehensive planning and funding assistance to state agencies and local governing bodies for their capital projects. Our mission is to facilitate the successful planning and full funding of all capital outlay projects listed on the Infrastructure Capital Improvements Plan (ICIP). We work collaboratively with executive agencies, local governments, and other relevant stakeholders to ensure that critical infrastructure projects receive the necessary support and resources.

Why does the job exist?

The Capital Planning & Policy Management Bureau Chief will lead the bureau in providing expert guidance and support to state agencies and local governing bodies in planning and funding their capital projects. The Bureau Chief will be responsible for overseeing the development of the ICIP, reviewing capital outlay requests, directing stakeholders to relevant resources for funding assistance, and working closely the Infrastructure Division Director, Capital Navigation & Funding Assistance Bureau and the Federal Grants Bureau. This position will also manage staff to complete the mission and duties of the Bureau.

How does it get done?

1. ICIP Development and Review: Lead the process of developing and reviewing the Infrastructure Capital Improvements Plan (ICIP) in collaboration with state agencies and local governing bodies, ensuring alignment with strategic priorities and funding availability.

2. Policy Development: Create and update policies for the Division of Capital Planning & Policy Management, working closely with other bureaus to develop comprehensive and effective policies that support the division's mission.

3. Funding Assistance: Direct stakeholders to resources such as the Federal Grants Bureau and the Capital Navigation & Funding Assistance Bureau for assistance in fully funding capital outlay projects, ensuring that all available funding sources are leveraged.

4. Executive Capital Budget Preparation: Work closely with Infrastructure Director, State Agencies and the Governor's office to prepare the Executive Capital Budget, including the general fund questionnaire process and coordination with the State Budget Division to ensure appropriations are budgeted and available for project administration.

5. Collaboration: Collaborate with other bureaus within the Division of Capital Planning & Policy Management, including the Capital Navigation & Funding Assistance Bureau and the Federal Grants Bureau, to provide comprehensive support to stakeholders and ensure effective project planning and funding.

6. Stakeholder Engagement: Build and maintain strong relationships with state agencies, local governing bodies, and other stakeholders, serving as a trusted advisor and resource for infrastructure capital improvement planning and policy matters.

Ideal Candidate

Demonstrated leadership abilities, including the ability to lead a team, manage multiple priorities, and drive results in a fast-paced environment.
Knowledge of federal grant programs, state budgeting processes, and infrastructure funding sources is preferred.
Proven experience in capital planning, policy development, and project management, preferably in a government or public-sector setting.
Strong understanding of Infrastructure Capital Improvement Plan, capital budgeting processes, funding mechanisms, and government finance principles.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Working Conditions

Working conditions include, but not limited to: Work is performed in an office setting. Infrequent late hours, weekends, on-call and callback work may be required related to end-of-year financial reporting cycles. Travel may be required. Incumbent will frequently work under time constraints and is expected to maintain the highest level of professional conduct, ethics and confidentiality. Exposure to VDT's, CRT's or UV rays.
