Why does the job exist?

This position is responsible for leading and managing the Workforce Development Bureau/Division. Works to ensure that the workforce is fully oriented to their jobs by providing training, coaching development and evaluation to meet their role specific needs. Prioritizes collaborative and competing needs across divisions for large and small scale projects. Ensures that team members are meeting the requests and needs of the leadership in their regions and following the CYFD leadership vision and initiatives for the workforce. Coordinates team members to work independently, collaborative or with external stakeholders to meet the goals of the Department. Managing the resources of the team and provide consistency of training and development throughout the Department. Increase positivity of internal and public relationships to support initiatives toward successful implementation. Provides evaluation for continuous quality improvement.

How does it get done?

This position will provide oversight of Workforce Development Bureau/Division (40%)--Build and implement a comprehensive training, coaching, development and evaluation plans that reflect the CYFD leadership vision for workforce development. Overseeing that each unit contributes to its specific area of workforce development and meets the set goals for building up the knowledge, skills and abilities of roles.

Directly reflects the Statewide IV-E training plan in coordination with CYFD's Academy of Professional Development and Training.

Program Evaluation (15%)--Complete ongoing 5 levels of evaluation of workforce development plans, providing data on improvement of performance measures and use to respond to internal and external reporting requests. Create materials and curriculum with a data-driven, research-based lens that incorporates feedback from stakeholders input and evaluation data.

Managing Centralized Workforce Development Plan (25%)--Working in collaboration with CYFD Leadership across Divisions to develop initiatives that improve the workforce and put them in place through work groups, program planning, community engagement and materials development.

Supervision (20%)--Provides supervision and oversight of Unit Managers, Workforce Development Specialists, Foster Parent and Training Liaison. Provides 1:1 Supervision, team meetings, problem solving, employee development and Bureau oversight.

Ideal Candidate

Has experience with:
• 10+ years experience in supervision and administration;

• 7-10 years experience in curriculum/instructional design and/or workforce professional development;

• 7-10 years experience in training, professional development and/or organizational development;

• 5 years experience in supervision of project management staff;

• 7-10 years experience in project management, program design and implementation;

• Understanding of workforce development strategies, including adult learning theory, workforce coaching, implementation science.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
