The Office of Broadband Access and Expansion (OBAE was created in 2021. Currently there are 25 employees and about a half-dozen contractors helping OBAE achieve the mission of the Agency. OBAE is anticipating just under $1 billion in federal and state funding to connect broadband to every home, business, and school in the State of New Mexico. The Administrative Services Bureau Chief will oversee the acceptance, allocation, and execution, reporting, and closeout of these funds. Having financial, procurement, auditing, budget, and leadership experience, the Bureau Chief is the subject matter expert that OBAE leadership heavily relies on to ensure the mission is properly being executed with the correct funds and our myriads of reporting to both state and federal agencies are financially sound.

Why does the job exist?

This position exists to facilitate OBAE's mission by ensuring the day-to-day financial operations of OBAE's Administrative Services Bureau (ASD) is executing all the necessary financial, procurement, and auditing functions needed to support close to $1B in State and Federal funds and oversee the hundreds of grants and project awarded using those funds. This position will also serve as a liaison to the Department of Information Technology (DOIT) CFO, other DOIT ASD Bureau chiefs, and DFA.

How does it get done?

As a subject matter expert in financial, procurement and auditing. Supervise, coach, and train ASD employees. Design workflows for each position to ensure that there is enough overlap between the functions to ensure all necessary duties get accomplished. As the Bureau Chief, your specific duties will be to oversee the work of your employees, ensuring accuracy and timeliness. Maintaining a positive cash balance is critical. Ensure that grant draws are competed on a timely basis and report the status to the director and CFO.
Working with DOIT, DFA, and the OBAE leadership team, prepare the budget and required exhibits. Provide narrative explanation on variances when asked by stakeholders. Accompany the Director to LFC briefings, and state hearings.
Prepare and brief month end items to the Director and the CFO on OBAE's status of funds, budget to actuals by program, and other pertinent financial and procurement items that need attention. This is to include the tracking of the agency¿s performance measures.
Stakeholder engagement is critical. Ensure that all that are required internally and externally are involved in meetings, briefings, and part of decision making. Keep current with all tasking from DFA, LFC and DOIT ASD.

Who are the customers?

The job is performed for both internal and external stakeholders. Directly this position reports to the Acting Director of the Office of Broadband and Expansion. In this capacity, the ASD Bureau Chief will provide direct reporting on the status of the agency¿s execution of the agencies budget, procurement and provide DOIT ASD, and DFA personnel with the needed input to budgetary and execution documents. The Bureau Chief will also be a key member of OBAE's leadership team interacting with the Project Managers and Program Coordinators to ensure mission requirements are transferred to fiscal requirements and fully supported within the limits fiscal laws they are governed by.

Ideal Candidate

The ideal candidate will have:

-Significant experience with budget and program analysis. Creating program budgets and monitoring and reporting of those programs financial execution to leadership.
-Supervisory experience over a financial workforce to include financial and procurement specialists performing budgeting with DFA, BARS, procurements, invoicing, and draws..
-Expert level demonstrated experience in SHARE Financial to include queries, pulling reports, recon analysis
-Expert level demonstrated experience in grant programs to include the acceptance, monitoring execution, reporting, and close out of grants by either state, local or federal programs.
-Expert level demonstrated experience in the use of Microsoft Excel to include the use of pivot tables, V-Look up and macros.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Employment Requirements

Must possess and maintain a valid Driver's License; obtain Defensive Driving Certification within 30 days of employment. Pre-employment background investigation is required and employment is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
