The New Mexico Department of Information Technology (DoIT) is the enterprise technology partner serving and supporting state agencies with innovative solutions to advance the delivery of their core missions and create progress for all New Mexicans. DoIT is a complex agency with multiple funding sources and many diverse programs, Enterprise and Governmental. The General Ledger Bureau is the funnel for all of DoIT accounting activities including Cash, Enterprise and Federal Accounts Receivable, Accounts Payable, and Capital Assets.
Why does the job exist?
The incumbent of this position will perform Accounting duties of the General Ledger Bureau. The General Ledger Bureau accounts for annual Net Assets in excess of $169.9 million dollars for Business Type Activities and $208.2 million dollars in Net Assets of Governmental activities. Incumbent will perform advanced technical accounting functions, will serve as specialist/staff advisor in the evaluations of affects to the Department's general ledgers by reviewing all accounting transactions proposed or posted to the general ledger and report the outcome.
How does it get done?
Ensure accountability of the Department's compliance with Legislation, DFA's Model of Accounting Practices, State and Federal regulations. Daily, manage fund activity for given fund(s). Analyze, monitor and approve accounting transactions related to deposits, cash transactions, accounts receivable and associated revenues, accounts payable and expenditures, interfund receivables and payables, payroll liabilities and expenditures capital assets/accumulated depreciation and investments; allow/disallow transactions based on the fiscal soundness of the transaction and compliance to rules and regulations. Develop reporting and reconciliations to establish accountability of the Department's financial reporting. Diagnose and resolve complex accounting issues in compliance with accounting and auditing procedures. Produce Trial Balances, data analysis, create journal entries as needed and updating Financial Accounting System. Assist in the creation of the Department's audited Financial Statements to conform with GAAP. Task is accomplished

Internal and External customers, Department of Information Technology (DoIT) Executive Branch, Department of Finance & Administration (DFA)- Financial Control, Finance Committees, Budgets and DoIT vendors.
Ideal Candidate
- SHARE/PeopleSoft or other accounting system experience
- Experience in reconciliation of General Ledger accounts to modules (Fixed Asset, Purchasing, etc.)
- Experience in preparations of Financial statements, trial balances, and audit schedules.
- Excellent customer service working with vendors, customers and staff to resolve issues
- Experience with fixed asset modules; useful life, additions/deletions and, reconciliations
- Knowledge of DFA's Model of Accounting Practices, GAAP, and State and Federal regulations.
- Excel Experience
Minimum Qualification
Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing. For use at the State Investment Council Only: any budgeting, accounting and/or auditing experience is acceptable. Substitutions apply. See Substitution Table below.
