The OSI enforces New Mexico law on insurance matters, including consumer protections, review of insurance forms and rates for accuracy and fairness, and helps New Mexicans address insurance concerns. We oversee and regulate most kinds of insurance in New Mexico, and we license the individuals and agencies that sell insurance in the state.

Why does the job exist?

This position provides fiscal and budget support to the Budget and Finance Bureau and the agency for all programs (P- Codes): Insurance Operations, Patient Compensation, Fraud Program, and Special Revenue. This position is responsible for assisting with budget related matters, including monthly budget projections, operating budget, appropriation request, Budget Adjustment Requests (BARs), and various ad hoc budget projects. This position is responsible for the management of all performance measures. This position helps manage an annual budget of approximately $66 M not including capital and special appropriations.

How does it get done?

This position is responsible for monitoring the revenue and expenses, assisting in overall monitoring of the budget, providing analysis and guidance to the Budget and Finance Bureau and OSI's internal customers. Also, this position is responsible for assisting the Budget Manager with the preparation, compiling, and submittal of the operating budget, appropriation request and ensuring all Special Appropriations are created in SHARE. This position is responsible for the preparation and submittal of Budget Adjustment Requests and internal budget adjustments. This position will assist in prepping and leading budget projection meetings. This position provides OSI staff and management with various ad hoc reports for internal and external customers. This position also provides payroll budget projections for necessary HR transactions. This position tracks and administers performance measures for the entire agency.

Who are the customers?

Internal customers include bureau chiefs and program staff, management, other units within the agency. External customers include DFA, LFC, vendors and external management.

Ideal Candidate

*Experience in building, tracking and managing budget projections and salary projections.
*Experience with excel to include utilizing pivot tables and maintaining large spreadsheets utilizing complex formulas.
*Experience in navigating and utilizing SHARE Financials mainly budget reports, general ledgers, PO/Req reports, revenue, etc. to reconcile to excel spreadsheets and SHARE HCM to lookup employee information.

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing. Employment Requirements

Must possess a valid New Mexico Driver's license, a current defensive driving course certification from the State of New Mexico or must pass Defensive Driving Course Certificate within six months of the date of hire as a condition of continued employment.

Working Conditions

Office setting, extended period of sitting with ongoing usage of personal computer and telephone and/or video conferencing is involved in daily responsibilities. Some physical activity to include walking, bending and lifting. Must be able to lift 25 pounds. Occasional travel is involved.
