The New Mexico Border Authority (NMBA) is an executive branch state agency located in Santa Teresa New Mexico that provides leadership in the development of the state's international ports of entry as well as serving as the Governors advisor and point of contact for those interested in opportunities at the ports of entry. This agency also facilitates new infrastructure, trade opportunities, job opportunities, job training capabilities and many other activities that contribute to development of a productive economy along the New Mexico border.

The department is responsible for overseeing the agency's financial and administrative functions. It manages the budget, allocates funding, and ensures that resources are used effectively to support agency programs and services. The department also provides guidance on financial management, promotes transparency in the agency spending, and supports the agency with administrative services such as project management, procurement, and board meetings.

Why does the job exist?

This position will provide financial and administrative support to the NMBA in managing a $600k+ annual budget, to include procurement, budgeting within SHARE.
Additionally, this position will be responsible for managing legislative appropriations made to border entities.

This position performs standardized work procedures related to program & project management and financial management for the NMBA, legislative appropriations, Capital Outlay processes and support to the NMBA as needed and requested.

How does it get done?

- Serve as accountant in charge of the agency, which includes of approving capital project funding, transactions, fund reconciliations, budgeting, tracking of timelines, project shortfalls. Originate
Capital Budget Reallocations, fund balance transfers and request draw from bonds to fund projects.
- To assist in the Agency operating budget application and origination of approved budgets. Originate supplemental budget requests, Budget Adjustment Request (BAR's), Fund Balance transfers
to operating budget. Perform agency budget analysis and prepare forecasts. Prepare Department Budgets and monitor for compliance.
- Work with the Project Managers and obtain feedback from stakeholders.
- Complete CPMS (Capital Project Management System) reporting. Assist in preparation of the Capital Outlay request.
- Performs annual reporting of policy except approvals; updates and writes accounting and purchasing policies and procedures. Ensure proper internal controls exist for segregation of duties,
supervisory approvals.
- Prepare and provide financial reports and information to outside agency auditors in connection with annual fiscal year audit to ensure the agency's financial audit is completed by the deadline.
- Project management of capital outlay projects.
- Prepare and create an annual agency budget as well as track budget revenue, expenditures and balances.
- Manage PO requests, invoicing and RFP inquires.
- Work on internal controls to ensure that the agency follows all policies, laws and regulations.
- Ensure that all transactions are properly classified and recorded for the agency.
- Support the annual financial audit.
- Knowledge of year end closing accounting procedures.
- Prepare all agency required submittals for the new fiscal year for DFA.
- Prepare reports, memos, letters, and other documents using word processing and spreadsheet software.
- Support the team with ad hoc projects and other duties as assigned.
- Maintain office supplies by checking inventory and ordering as needed.
- Assist in the preparation, distribution, and follow-up of materials for board meetings, including meeting agendas, minutes, and reports.
- Performs highly responsible technical, professional, and administrative work to the NMBA in managing a $600k+ annual budget, to include procurement, budgeting within SHARE.

Ideal Candidate

The Ideal candidate should have the following:

- Knowledge of PeopleSoft Human Resources and Financial Management Reporting System (SHARE)
- Knowledge of accounting with experience in operational, capital or project cost accounting and financial reporting.
- Knowledge of Department of Finance and Administration (DFA) State of New Mexico
- Knowledge of Microsoft Excel spreadsheets utilizing advanced functions (Pivot table, formulas, etc.)
- Experience in complex financial and capital project analysis, budgeting, projections and reporting.
- Training and experience in purchasing preferably within a state agency.
- Project Management skills.
- Knowledge of preparation, distribution, and follow-up of materials for board meetings, including meeting agendas, minutes, and reports.

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics, or Business Administration and five (5) years of directly related experience in budgeting, accounting and/or auditing. Must maintain a valid drivers license.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer, specialty software, and phone usage. Some sitting, standing, bending and reaching may be required. Periodic meetings and report preparations in response to tight deadlines. Some occasional travel is required for meetings and conferences.
