Why does the job exist?

This position will manage and monitor budget/finance for the Children, Youth and Families Department. Position is located in the Administrative Services Division (ASD) - Budget Bureau.

Position will serve as the budget and fiscal analyst for the assigned program or programs. Monitor monthly budget versus expenditure reports to ensure compliance with the General Appropriations Act.

Partner with assigned program/programs to identify inconsistencies in expenditures or non-compliance with non-recurring appropriations.

Coordinate conversations with federal grant bureau when needed to ensure compliance with Notice of Grant Awards.

Report to the Budget Director and Supervisor to assist with building monthly program budget projections.

How does it get done?

Budget and financial transactions are monitored on a monthly and annual basis via the use of budget projections and financial reports from the general ledger by accessing SHARE.

Monitor program compliance with annual appropriations including non recurring initiatives and federal grant requirements. Monitor trend analysis for spending in each expenditure category; analysis to provide context potential adjustments mid-year.

Accurate and up-to-date budget projections are necessary for key decision makers when agency initiatives are deployed. Assist programs with questions as they complete Budget Adjustments Request.

Position provides support to agency Budget Director and supervisor with all budget/financial program transactions they are assigned. Coordinate, prepare and assist with statutory submission of the agency appropriation request (September 1st) and the operating budget (May 1st). Have working knowledge of DFA and agency policies and procedures.

Meets with supervisor and Budget Director monthly to review assigned program/programs budget projections for issues or concerns.

Ideal Candidate

Knowledge in the following areas:
• Knowledge of the SHARE financial system;

• Managing state and federal funds;

• Reconciling to source documents;

• Forecasting expenses and revenue;

• Monitoring complex budgets;

• Present fiscal and budget information to large groups.

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics, or Business Administration and two (2) years of directly related experience in budgeting, accounting and/or auditing. For use at the State Investment Council Only: any budgeting, accounting and/or auditing experience is acceptable. Substitutions apply. See Substitution Table below.

Employment Requirements

Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
