The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five and ensuring that families in every corner of the state can access the services they need.

Why does the job exist?

Assists division in elements of procurement, payable tracking and ensure proper utilization of over $300 million in state, federal and other funds. Maintain record keeping of division purchases, quotes, contract documents and agreement. Represents the division as lead contact for procurement related questions and coordinates purchasing and lease renewals for the division. Other administrative and financial duties as assigned.

How does it get done?

Prepare regular reports for the Human Services Department (HSD) on Temporary Assistance for Needy Families (TANF) funding for Child Care and Pre-K transfers, as well as other legislative, budget, and financial reports as needed. Develop and maintain a database and records for division contracts, agreements, and related financial information. Track and manage ECEN purchase orders, coordinate routine purchasing activities, and ensure timely processing of division accounts payable transactions. Monitor payment status on purchase orders and identify under-utilized funds. Assist with modifications to purchase orders and the development of purchase orders for the current and upcoming fiscal years. Serve as the division contact for all vendor relations and related activities. Support the identification of contracts for renewal and coordinate with division staff on the use of various accounting codes. Assist other agency staff with procurement for bureau activities and provide information on current expenditures from SHARE, internal tracking, and other activities.

Who are the customers?

Internal agency leadership and staff, executive and legislative leaders and their teams, early childhood policymakers and advocates, as well as providers and children involved in childcare, nutrition, and prekindergarten programs.

Ideal Candidate

The ideal candidate will be familiar with the state procurement code and have experience with state agency procurement processes, including requisitions, purchase order development and change orders, as well as contract and RFP development. They should be able to complete complex, detail-oriented assignments with accuracy and possess strong communication skills. The ability to establish priorities and manage multiple responsibilities to meet deadlines is essential. Experience with SHARE financial systems and knowledge of Excel or .csv outputs, including pivot tables and formulas. Additionally, the candidate's personal work goals should align with the agency's mission and vision.

Minimum Qualification

Bachelor's degree in Finance, Accounting, Economics, or Business Administration and two (2) years of directly related experience in budgeting, accounting and/or auditing. Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
