The role of the NM Aging & Long-Term Services Department is to develop programs and public policies which foster the delivery of integrated programs and services to older persons, persons with disabilities, and caregivers, throughout New Mexico. The Department is charged with creating a seamless, comprehensive, efficient and cost-effective array of programs and services, which emphasize home & community-based long-term care, healthy & productive aging, economic security, protection of rights, and prevention of abuse, neglect and exploitation.

Why does the job exist?

The position is responsible for coordinating the AmeriCorps Seniors Volunteer Programs and the Older American Act Title Ill programs that have major impact to all communities within New Mexico. This position will oversee Area Agency on Aging Planning and Service Area to administer, plan and support community-based services for individuals 60 and older, or age 55 and older.

The position is responsible for stimulating, promoting and integrating these programs into area agencies on aging and other contract organizations; providing technical assistance and training; conducting program assessments; developing program initiatives; and reviewing area agency on aging area plans; and may have responsibility for planning and implementing special studies and projects to improve and evaluate program services throughout the state. The position will facilitate substantive collaborations with directors of county agencies, nonprofit organizations, and senior staff within other State agencies; provide oversight and solicitation of contractors and supervise the submission of timely and accurate reporting to federal agencies and other grant funders.

How does it get done?

Manage the Older American Act Title III programs contract management process.
1) Monitor fiscal and programmatic contract processes through the development, issuance and assessing of the contract and execution of the award.
2) Provide fiscal and programmatic technical assistance to assure contractual compliance.
3) Complete and process contract amendments for all assigned programs; confer with ALTSD ASD staff regarding budget adjustment requests and contract awards.
4) Implement increased reporting and tracking capabilities.
5) Analyze and conduct ongoing assessment of Older American Act Title III programs policies and procedures to assure program and contract providers adhere to state and federal rules and regulations.
6) Conduct and audit monthly requests for payment, secure approval of draw requests and work closely with ALTSD ASD to assure draws are submitted timely.
7) Conduct analysis of the Older American Act Title III programs budgets (revenue and expenditures) on a monthly basis and submit analysis and findings to the ALTSD Senior Services Bureau Chief and Deputy Aging Network Division (AND) Director for review. If significant deficiencies, material weaknesses, or other findings exist, determine special conditions and send notice to the contractor for resolution.
8) Ensure contractual compliance and enforce accountability, imposing sanctions, when necessary, with required follow-up.
9) Provide recommendations for the Older American Act Title III programs policy and program improvements to the AND Director and ALTSD Management.
10) Provide testimony and/ or advocacy with regard to legislative, regulatory, and funding organizations.
11) Develop, issue and monitor RFP and/ or make awards to grantees and contractors.
12) Plan, coordinate, and evaluate the Older American Act Title III program service promotion components of the following statewide programs: congregate and home-delivered meals, transportation, caregiver support, and multipurpose senior centers for the area agencies on aging (AAA).
13) Plan, develop and implement effective program procedures for efficient, targeted and measurable services and outcomes.
14) Coordinate logistical activities to promote success of the programs, to include funding for the programs, budgeting, financial receivables and payables, and reporting processes.
15) Develop, implement and/or enhance the Older American Act Title III programs service programs as they relate to healthy aging for the New Mexico AAAs and service providers, statewide.
16) Provide strategic planning for, and program growth and development of, the Older American Act Title III programs service programs, research, informatics and technology, and lead continuous
improvement and innovation activities.

6) Ensure contractual compliance and enforce accountability, imposing sanctions, when necessary, with required follow-up.
7) Develop, issue and monitor RFP and/or Sole Source awards to grantees and contractors.
8) Plan, develop and implement effective program procedures for efficient growth and development, research, technology, targeted and measurable services and outcomes, and lead continuous
improvement and innovation activities.

Establish and sustain strong collaborative relationships with staff and key leaders throughout the ALTSD and with industry leaders throughout the state.
1) Collaborate with leadership and staff teams to ensure operational efficiency and to leverage new opportunities.
2) Engage with all AmeriCorps Seniors Volunteer Programs and AAA Providers (Sub-Contractors) to further integrate services and activities across the state and ensure safe and appropriate Consumer outcomes.
3) Provide training and technical assistance to multi-ethnic, multi-generational, and multi-lingual populations.
4) Local and statewide overnight travel to Senior Centers, volunteer workstations, and public outreach events.

Working with other Department divisions, State Agencies, Area Agencies on Aging and contract providers, community-based services for older New Mexicans 60 and older, or age 55 and older in tribal programs and their families.

Minimum Qualification

Bachelor's Degree and five (5) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.

Working Conditions

Work is performed in an office setting with extensive computer and telephone usage with extended periods of sitting. Must be able to lift 25lbs Some travel, sometimes with short notice, and possibly consecutive overnight stays.
