Why does the job exist?

The Social & Community Services Coordinator will:
  • Ensure the Health Care Authority (HCA) Child Support Services Division (CSSD) complies with requirements set forth federal and state child support laws;
  • Organize and issue child support policy;
  • Manage the Child Support State Plan;
  • Oversee federal, state, and internal statutes, regulations, and policies;
  • Promulgate New Mexico state rule changes;
  • Implement and participate in statutory changes.


How does it get done?

The Social & Community Services Coordinator is responsible for:
  • Managing, identifying, and evaluating new laws and/or regulations and issues that directly affect child support enforcement and determine steps needed to initiate changes in the program or corrections that may be required to the Child Support State Plan;
  • Developing, implementing, and clarifying child support policies for new and current programs by collaborating with staff and managers throughout the division and agency;
  • Functioning as a technical consultant by providing direction for the appropriate evaluation. Processing, and implementation of federal, state and internal statutes, regulations, and policies;
  • Assisting with statutory changes and legislative analysis;
  • Addressing and resolving complex policy issues through knowledge of the Child Support Enforcement System (CSES) and the IV-D state plan's policies and procedures.

  • Internal Customers include field staff, Attorneys, and Management.


Ideal Candidate

The Ideal Candidate has:
  • Understanding of the CSSD Case Management Services;
  • Experience ensuring compliance with state and federal regulations;
  • Knowledge of Child Support Enforcement System;
  • Understanding of Child Support Services policies and procedures;
  • Strong writing skills.


Minimum Qualification

Bachelor's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology and/or Family Studies/Services and four (4) years of any combination of experience including working with communities, working on health or social service related matters, social work/case management experience, behavioral health and/or health care. Employment Requirements

Must possess and maintain a valid Driver's License.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.

Working Conditions

Work is performed in an office setting: late hours and weekends work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel may be required. Incumbent will work under stress and frequent time constraints. Must have own mode of transportation. Incumbent may be required to furnish a personal vehicle for carrying out assignments.
