Job Description

PURPOSE OF POSITION: Plan, Coordinate, Implement, and Evaluate all aspects of the Supplemental Nutrition Program known as WIC (Woman, Infants, and Children).

AREAS OF RESPONSIBILITIES: Provide day to day administration of the WIC program using state program guidelines and regulations

SUMMARY OF DUTIES AND RESPONSIBILITIES:
1. Continually review and evaluate productivity and as necessary, in consultation with administrator, develop policies, procedures and methods to ensure efficiency of workflow.
2. Responsible for staff training and development; participates in the development and approval of plans for community outreach, education and other relevant functions.
3. Reviews, updates and maintains the procedural manual; communicates procedural changes to relevant staffs. 4. Assists in budgetary planning in preparatory activities; monitors program expenditures; prepares requisitions; initiates inventory control records for items purchased.
5. Ensures linkages with facility services and relevant community group in an effort to address the needs of the total patient population.
6. Evaluates and approves on a quarterly basis WIC staff time effort study required by the NY State Department of Nutrition.
7. Conducts on a quarterly basis auditing of records to ensure compliance with Federal regulations governing the WIC program.
8. Supervises and completes evaluation of WIC staff.
9. Conduct on a monthly basis staff meeting.
10. Conduct annual quality assurance reviews, as required in the Local Agency Compliance and Self-Assessment (LACASA), and ensure resolution of problems identified through this quality assurance process.
11. On a monthly basis submit vacancy report to the New York State Department of Health regional office.
12. Work with Grants management to develop and submit an annual WIC administrative budget proposal within the format required by the WIC program by the established deadline.
13. Annual basis coordinates the local agency Farmer's Market Nutrition Program.
14. Follow the WIC Site development guide for all site changes including: moves, closures, consolidations and new requests.
15. Participates in offsite activities required to enhance and expand operational objectives.
16. Performs all other duties that may be required.

Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university in Public Health, Public Administration, Business Administration, Social Work, Psychology or Rehabilitation Counseling, and three (3) years of full-time experience in medically-oriented health care and medical support systems environment, two (2) years of which included experience in an administrative or supervisory capacity in such occupations as physical, occupational, inhalation, speech and audiology therapy or as Medical/Laboratory Technologist, Microbiologist (various specialties), Chemist (biochemist), Radiation and X-Ray Technician or three (3) years of responsible level experience in business management systems or general administration including two (2) years in a supervisory or administrative capacity.
2. A Masters Degree from an accredited college or university in the disciplines listed in (1), and two (2) years of full-time experience as listed in (1), plus one (1) year experience in an administrative or supervisory capacity in occupations as listed in (1); or,
3. A satisfactory equivalent combination of training, education and experience.

Note: Certification or licensure may be required.

EDUCATIONAL LEVEL:
1. A Baccalaureate degree from a credited college or university in public health, public administration, dietetics, food and nutritional science, rehabilitation counseling and (3) years of full-time experience in medically- oriented health care and medical support system environment, two (2) years of which included experience in an administrative or supervisory capacity.
2. A Master degree from accredited college or university in the discipline as in #1. Above and two (2) years full time experience, as in #1 plus one (1) year experience in an administrative or supervisory capacity in occupations as in #1 above.

A satisfactory equivalent combination of training, education and experience.
