YOUR FUTURE TEAM

As part of TCEQ Compliance and Enforcement, you would help ensure that those we regulate comply with the state's environmental laws.

This position is a member of our Coastal & East Texas Area division.

HERE'S WHAT YOU'LL BE DOING

  • Plan and administer the Houston Region budget. Prepare the annual budget for approval. Encumber and expend funds consistent with approved budget and established priorities to ensure continuity of operations. Use agency applications to code and route financial transactions. Reconcile transactions and monitors budget balances. Use agency applications, budget reports, procurement plans, and other data to forecast budgetary shortfalls and/or lapses. Recommend appropriate action and assists in resolving budget problems.
  • Purchase goods and services for the Houston Regional Office. Coordinate annual procurement plan. Generate Encumbrance Forms, obtain required documentation and approvals, complete purchases, and pay invoices. Research outstanding encumbrances and take appropriate steps to close out Purchase Orders and liquidate uncommitted funds. Maintain agency-issued credit card (Procard) in good standing and as directed, obtains approval, and completes Procard purchases. Maintain purchasing databases; track purchase trends and keeps region management informed of issues affecting procurement plans and/or policy compliance.
  • Code and route for approval travel requests, travel vouchers, and employee reimbursement requests in BAMS; enter travel budget expenditures and payments. Comply with applicable policies and resolve issues affecting timely reimbursement.
  • Plan and develop procedures and methods for control of expenditures that meet budget objectives, prescribed limitations, and to help minimize lapsed funds.




Qualifications:

KEY QUALFIICATIONS

  • Experience preparing, reviewing, and/or analyzing budgets. Experience overseeing a budget with primary responsibility for resolving/correcting budget problems and/or developing and implementing procedures/methods for control of expenditures to meet budget objectives.
  • Experience in purchasing of goods or services for a business or public institution and/or paying invoices in support of purchasing.
  • Experience using cloud storage and file sharing services or Microsoft Office 365 Online applications.


EDUCATION & EXPERIENCE QUALIFICATIONS

Graduation from an accredited four-year college or university with a major course work in business, public administration, or a related field, plus one year of full-time experience in a professional or technical capacity involving budget preparation or analysis.

OR

Registration as a Certified Public Accountant or a master's degree from an accredited college or university in public affairs, business administration, public administration, or a related field.

OR

Two years of full-time experience in auditing, accounting, budget preparation, financial management, statistical analysis; or other responsible analytical or professional work that provided a knowledge of programs, budget procedures, budget execution, budgetary and financial relationships with workloads of organizational elements, organizationalstructure and work processes of the organization
